(i) Support for print_functions=>1 in parameter scan
(ii) Enable plotting observables on both axes (currently x-axis shows time-points when showing a gdat file and scanning variable when showing a scan file).

1:23 PM @johnsekar @rhclark: The parameter_scan action in BNG supports all simulator arguments, including print_functions. Right now, RB calls the old scan_var script. If it was changed to call parameter_scan through BNG that would fix the first issue.
