This package is generic enough that it could be useful to install the project via apt.

I need to do further exploration into the best strategy for releasing the project still. I'd like it to be installable using
sudo apt install ros-rolling-auv-controllers
Alternative Solutions
We could also compile this and release it as a Debian for install from GitHub packages, but apt would be more accessible.
