simplify template to a single .qmd file

There are a number of files that are used to define the proposal using many partials.

Perhaps we can simplify the proposal to just a small handful of quarto files.

Lack of order is my primary concern, fixed in main. Personally, I prefer smaller files, pasting things together is easier than splitting them.

#17 added great ordering and clarity to the component .qmd files. I don't think this issue is necessary any longer.
