Problem
CLAUDE.md prescribes conventional commits (feat:, fix:, chore:, etc.) but nothing enforces it. The pre-commit config has no commit-msg hook.
Fix
Add conventional-pre-commit hook to the base pack's .pre-commit-config.yaml.j2 template.
