Re-pin the workspace onto the find_unregistered comment/test fix

percona/SEP#1395's follow-up fix: yyyyyyyan's minifier-collision comment on
find_unregistered didn't reproduce at the pinned python-minifier 2.11.3
(confirmed independently), so the function reverts to its natural
comprehension form with a real regression guard in its place rather than
the unsupported rationale. No behavior change, comment/test only.

Re-merges the fixed om-inventory, fleet-states (percona/SEP#1390), and
om-switch-gate (percona/SEP#1437, rebased onto the fixed tip separately).
