Add horizontal scroller buttons to gene card list

Description of new feature

Allow horizontal scrolling of the gene card list by clicking caret buttons.

Motivation for new feature

It can be hard to scroll on old input devices (e.g. mice without horizontal scroll wheel support).

@jvwong @maxkfranz I have created a pull request sir, sorry for the late reply i was busy writing my exams.Although I've added horizontal scrolling with caret buttons to the gene card list for a better user experience. I ensured consistency with the codebase, responsiveness, and smooth scrolling. I’d love your feedback and am happy to make improvements.
