Issue description:

When I try to export and choose a save path, the tooltip/description text for some buttons is blocked by the "Choose Save Path" window, making it unreadable.

Tooltip should always appear on top of all dialogs, so the text can be read clearly.

Steps to reproduce:
Open export dialog.

Click "Choose Save Path" (or "Open a Directory").

Hover over the filter/visibility button (or similar).

Tooltip text appears but is hidden behind the save path dialog.
