Maptiles as black squares with white circles.

I did a quick issues search for map and didn't see a mention of this issue though I think it was mentioned somewhere else though for the life of me I can't remember.

What causes this issue? Is there a fix? A mis-config in an ini?

As a gut feeling I went into both OpenSim ini files and saw that all the options in [Map] were commented out. I THINK by default OpenSim ships with OpenSimDefaults with the options not commented.

Though OpenSim is notorious for treating options that are commented out not as disabled but as just revert to fallback or default behavior.

But for anyone wondering about this issue, here's the fix. Map tiles are working as expected after removing the ; from the associated lines.

Is this a on purpose decision for Tranquility or just an over sight?
