Move `patina_boot` crate to patina-components repo

The patina_boot crate is currently being developed on the feature/patina-boot branch in the patina repository.

Since this is a large component that does not yet exist on the patina main branch, it would follow current project convention to be maintained in the patina-components repo.

Note: patina-components uses per-crate versioning. This means patina_boot can target the main branch in that repo with a pre-release versioning scheme used specific to the crate.
