Performance Design Update

The patina_performance components provides "firmware performance support" within the Patina project.

The design never had a comprehensive RFC, was never fully implemented per prior discussions, and has aged relative to Patina project goals and design guidelines.

This issue tracks an overall reassessment of the performance design accounting for all of the support points needed such as:

• Incoming PEI HOB perf data
• C module data through the performance protocol
• Patina component data
• Patina core data
• MM perf data
• ACPI table management
• Etc.

This design should start with an RFC and then determine a plan to close the open performance issues in accordance with the design. Those are linked as subissues.
