Register/unregister icon is not shown on Browser UI when installed on Windows RDS

We are providing Remote Desktop Service (RDS) as a step server to our network for our partners, so there they can checkout sessions from Safeguard.

Though I installed SCALUS with administrator permissions using Control Panel "Installing Applications on a Remote Desktop Server", SCALUS shows alternative text instead of register/unregister icons.

OS: Windows Server 2019 / 2022
RDS1: Genuine Session-based RDS deployment with user profile disks (2019 instance)
RDS2: Genuine Session-based RDS deployment without user profile disks (2022 instance)
SCALUS: scalus-setup-1.1.0.302-win10-x64.msi

This appears to be happening if the machine running SCALUS has no internet access — specifically, if it cannot reach
