`python`: Add API to delete tabular data in well completion settings

Currently, there is no API to delete tabular data in well completion

• Perforation interval (We can iterate on well_path.completions().perforations().perforations() and delete it's element, but an API will be great)
• Tubing table (Cannot find how to access the table from RIPS API)
• Custom segment table (Cannot find how to access the table from RIPS API)

Probably there is more tabular data which will be great if there is an API to clear the table.
