Describe the bug

CC and BCC recipients only receive the email if the "Followers of the document" checkbox is ticked at the time of sending.
If it's not checked, CC and BCC recipients do not receive anything, even though they are explicitly listed.

To Reproduce

Tested on Odoo 17.0 with custom modules enabling CC/BCC and this optional follower module.

Steps to reproduce the behavior:

1. Go to odoo
2. Open a task and click "Send Message"
3. Add CC or BCC recipients manually
4. Leave the "Followers of the document" checkbox unticked
5. Send the email

Result: CC/BCC recipients do not receive the email.

Expected behavior
CC and BCC recipients should always receive the email if they're manually specified, regardless of whether "Followers of the document" is checked

Additional context

• Likely caused by an incompatibility between the follower filtering logic of mail_optional_follower_notification and the CC/BCC logic
• Will attach screenshots below to illustrate the behavior.

We are still facing the CC/BCC issue in Odoo 17.0 and would appreciate any update.
