[Onboarding] - Useful links widget

Description

As a new member, I want easily accessible links to club resources.
There will be a widget on the new member dashboard with useful links that specifically apply to new members during the onboarding phase.

Acceptance Criteria

• Dashboard displays only useful links tagged for new member dashboard
• Each link shows a label and opens in a new tab
• If no links configured, show empty state
