You need to sideload using a paid Apple Developer account to receive notifications. Free Apple Developer accounts aren't permitted to send notifications.

Hey I have a paid apple developer account (individual) but notifications still don't work. Any fix for that ?

check your certificate has notifications enabled. and sign the app again
