Implement dev ability to Throttle CPU usage

This would mostly help with wattage on devices with low TDP APUs like the Steam Deck where the GPU is being starved in the latest Remix runtimes and the CPU is consuming too much

This is already a thing technically in Dev Settings -> Throttle Presents (options are rtx.enablePresentThrottle to enable it and rtx.presentThrottleDelay to adjust how many milliseconds it sleeps for). As the name suggests it will simply sleep on the CPU in Remix by a specified number of milliseconds which blocks the base application and reduces CPU usage (and GPU usage if CPU bound).

Is that the sort of thing you're asking for? I don't really going to solve anything though unless battery life is the sole focus because throttling the CPU when CPU bound is going to just lower the framerate of the application which is usually undesirable.

No, I'm looking for something that targets the CPU specifically because when I use the rtx.enablePresentThrottle option on Steam Deck, it decreases the GPU by a lot and gives the CPU more wattage which is what we don't want

Well not sure what you mean really. Like I said when CPU bound throttling the CPU will reduce GPU utilization and lower the framerate so that is expected. If the CPU is getting more wattage when throttling then that just sounds like something weird with how the Steam Deck's power management works. All that option does is call Sleep every frame with the requested duration, so it should be reducing the game's CPU usage given it's sleeping (the OS or other programs may still run in that timeslice though).
