Add building/testing of Edlib in CI (Github Actions) on Windows

Right now I build and test Edlib with Github Actions on Linux and OSX, but I don't test on Windows.

Before I was also testing it on Windows with Appveyor (config file), but that stopped working some time ago, so I removed it.

I should add building and testing on Github Actions with Windows runner.
