Serial is not working for LAN, it states that it is already in use. I have gotten the same issue on three different PCs.

Given your calculations this is a little concerning. Do you have any input on this situation that might lead me to resolve this.

I am using a PopOS on both PCs.

My first PC is an AMD for both my GPU and CPU.

My 2nd device is an AMD CPU and a NVIDA GPU.

My 3rd is PC is an Intel CPU and NVIDIA GPU.

Meanwhile I am going to continue reinstalling several times per your advice.
