Create citations folder as a knowledge base

Description

Create a citations/ folder containing structured citation files to serve
as a retrieval context.

Tasks

• Make a list of the commonly used libraries
• Collect official .bib entry for each
• Store each as a separate file for granular retrieval
• Include a .yml file for the list

For first version, do pandas, numpy, matplotlib, xarray, cartopy, pyleoclim, pylipd, pyleotups, ammonyte. Should try to include the paper citation and the software citation. The .yml should match library to both citations.
