have limits while transfer community coins

for transfer need to have limits in absolute or relative values.
it's not the same as miniums for unstake

maybe need another hook that handle any transfer community coins and prevent transfer if necessary

it's already done by calling external hook method
function transferHook(address operator, address from, address to, uint256 amount) external returns(bool)
if method return false, tx will revert.

So it's functional can be implemented it in a hook contract but it depend of task.
if need to dynamic change logic - need to use external hook
if just set limit after value contant or will not change in future - more cheap to make logic inside the contract
