SECI Tech Debt

As someone working in Experiment Controls I want to ensure a lack of confusion over available control systems, now that all instruments are migrated.

Please update this ticket as appropriate with who is doing what, and with extra information as it becomes available.

The floowing tech debt needs to be considered and updated as appropriate:

• seci webdashboard - @rerpha
• seci-specific information on wiki - @Tom-Willemsen and @GRyall
• IOCs like SECI2IBEX @LowriJenkins
• deployment scripts specifically for seci-ibex migrations - @rerpha
• seci compatibility layers
• actual seci installs on the instruments (move to stage-deleted so we can still refer to old seci configs if needed?) the SECI executable is an MSI install and should be uninstalled and not just deleted
