Website Switcher - menu not closing on focus exit

Detailed description

Similar to Issue #358 , the Website Switcher panel does not close once focus is removed - either by mouse or keyboard. This panel/menu should close once focus exits otherwise it will block content on the page.

Chrome and FF (macOS) - didn't try Safari

Steps to reproduce the issue

1. ibm.com/design
2. Open the Website Switcher menu/panel by either clicking on or tabbing to and activating the Switcher button (9 dot square - upper right)
3. Click outside of the Switcher menu/panel or tab out of the menu/panel via keyboard
4. The Website Switcher menu/panel remains open after focus is removed
