Better manifest file for rust language. #17
Description
It is time to complete Cargo.toml manifest file of rust language.
We will obey instructions from manifest page of rust.
Finally we will have something like this.
after that we can publish the rust project as a crate with version "0.0.0" if it is not ready to use.
so this causes reservation of crate name "easy_microservice" or any other thing that is accepted by main owners of this repository.
