#273 - Peaceful towns.
Description
Peaceful towns are currently just a copout from one of the main aspects of the server (being siegewar) I do think people should have the option to be peaceful. But there should be consequences.
One or many of these should do the trick.

10g per day tax to be peaceful.

raise upkeep by 0.25 gold per chunk, rounding down if ending in a non whole number.

not be able to have allies in game, if they are neutral why have allies?

No town port cost since they are bumz and dont deserve the mula 🤑🤑🤑
