Internal Calendar not set by NUOPC cap

When the calendar is set to NOLEAP in the NUOPC cap (which is the default in CESM), the model still runs on the standard (with leap year) calendar.

Is the issue is that the calendar type is read from the mod_def file, which happens in the call to w3init and that can conflict w/ the ESMF calendar set earlier?
