Not sure if the latest EMC develop changes have been brought in related to ICNUMERICS. This replaces the current IC4_NUMERICS ifdefs.

Merge the code changes from EMC and add the ICNUMERICS flag to the default ww3_grid.inp file for wgx3v7.
