Thread tags

Currently you can:
* [x] Add and remove tags from threads
* [x] Create tags if they don't exist when tagging a thread
    * [ ] config option, off by default
* [ ] Tag management for admins/mods (create/delete tags)
* [ ] Search by tag
* [ ] Limit names to something sensible
