Update tutorials with examples of logging

Add a static14.py snippet to add use of logger and self.log_event. e.g. log messages for startup status, starting and stopping ramps, trace requests and responses sent over connection with topic=Attribute.

Update docs with some explanation to go along with new snippets. Add note on how to enable tracing by setting controller.<attribute>.enable_tracing(). See docstring of Tracer for details.
