It doesn't keep original layout after loading saved layout.

I am also seeing this issue in my own project.

• Loaded layouts do not restore the same order for tabs.
• Sometimes panes trade places too. (As seen in the later part of the video above)

I'm glad to see that you can reproduce it in the DockSample so I know it's not just me.
