Small usability tweak: Expand all/collapse all option for containers>stack view

Might be nice to have an Expand All/Collapse All option for the Container Page>Stack View. If you have a lot of updates on different stacks collapsing all allows the user to drill down quickly to a particular stack. Maybe next to the different view icons?

Built — ships in the next RC.

Added a toggle icon next to the Group-by-Stack button in the Containers toolbar (only appears when Stack view is on). It flips based on current state:

• All stacks collapsed → chevron-down → Expand all stacks
• Anything expanded → chevron-up → Collapse all stacks

Single button instead of two, so the toolbar stays tight, and the icon always tells you what the next click will do. Individual stack headers still toggle their own group as before — this is purely a bulk shortcut on top of that.

Try it once the next RC lands and let us know if the icon/tooltip language is clear, or if youd prefer two separate buttons.

I see it now. Wondering if it needs a better, more descriptive icon though. See attached:

Update: we heard the feedback that an icon-only chevron blends in with the per-stack chevrons. The toolbar button is now a text button — shows Collapse all when Stack view is on and swaps to Expand all once everything is collapsed. It only renders while Stack view is active.
