Preamble

Hi, couple of years ago we forked the CfAmerica Code of Conduct for the pan-European collaboration (Code for Europe). We wanted to state what the goal of the Code of Conduct was, by adding a preamble: https://github.com/codeforeurope/codeofconduct

We never finished, but I still think it would be good to do this.
