Disallow connection from non-BTT transfers

Currently, smaller teams can be overwhelmed when random server transfers  people to them.

Feature request:
- Disallow connections that come from no-BTT transfers.
- Make this behavior configurable per team/server.
- Optionally, display a message to the server indicating where a transferred user came from.

This will help reduce disruptions and give teams better control over incoming connections.
