Describe the bug
When creating a new workspace, the data in the Users table is unavailable in Dev until the app has been seeded to Prod and published.

To Reproduce
Steps to reproduce the behavior:

1. Create a new workspace
2. Add the sample data (necessary to see the Data section)
3. View the Users table (will be empty)
4. Seed & Publish
5. View the Prod data Users table
6. Come back to Dev Users table

Expected behavior
Dev Users table should always have at least one user (The creator currently viewing it), but should accurately reflect the users with access to the app.
