Describe the workflow you want to enable
In the existing implementation, rural VMT is calculated based on BTS data, which is different from state VMT - UA VMT. This gives a relative accurate rural VMT numbers but underestimates the total state VMT by dropping a small portion of urban/suburban VMT. The proposed change is calculating rural VMT simply by subtracting UA VMT from state VMT to make the total state VMT accurate, which is more critical when projecting into future years.

The regional scaling factor csvs need to be updated, which is currently cached in the repo.
