Add paramater to allow topiarist.fulfills to work in the same way as instanceof

topiarist.fulffils is currently stricter than instanceof when checking an instance against a protocol. To allow it to directly replace uses of 'instanceof' we should add an additional parameter to fulfills to skip some of the checks it currently performs. More details to follow
