[Az.Support] Migrate Az.Support from SDK-based to autorest-based (#24808)

* remove Support SDK folder from main (#24793)

* Move Support to grace/az.support-removed2

* add changelog and revert changes in Az.Support.psd1 and AssemblyInfo.cs

* suppress the breaking changes

* replace PlaceHolder
