Add artifacts SQL Developer for Windows VM

When user install sql developer using choco library, it is expected to have oracle account present. To avoid that step, is it possible to add new artifact for windows VM to install sql developer directly using 'Apply artifacts' with package like 'windows-sqldeveloper'
