Helper script for faster rebuild of theme dependencies or _config.yml

The script builds two Docker container images, the first installs the theme
dependencies in form of different Gems. This takes a few minutes and should
not be necessary to rebuild when only changing _config.yml.
The second container image use the first one and runs jekyll build which is
necessary to get changes in _config.yml to take action. This takes around 10 sec
and is handy for fast testing of config updates.

N.b. For developers that only change content of the SDK and not the page layout
this script is not needed. One build with the main Dockerfile is enough.
