Silently update app when the page loads

After a page load, when there is a new release available, it should silently update itself instead of asking the user if they want to update.

I can't recall if this ever triggers on a long running session in a browser tab? Or its always on a page load?

It triggers when the service worker realises there's a new version, regardless of whether the page just loaded or not. In short, yes, it triggers on long-running sessions in a browser tab :)
