Charts: Generate docs for semi circle chart (#44466)

* add docs for semi circle chart

* changelog

* removed parts I am not sure about

* remove Basic legend section which is not particularly useful

* remove wrong doc

* fix wrong legendShape

* remove accessibility section as these are not properly supported

* square -> rect
