Add support for traces generated by Jax 8.0

Currently tensorboard-plugin-profile==2.19.0 is used for processing Jax traces (xplane.pb) file, which is not compatible with traces generated by jax 8.0. We need to upgrade to xprof=2.21.3 for these traces, which might require some changes in the TraceLens.

The issue mentions upgrading to xprof=2.21.3, but testing shows that xprof 2.20.8+ (including 2.21.x) removes hlo_op and correlation_id from GPU kernel events. Without these, TraceLens cannot link kernels to HLO ops or compute perf metrics.

The root cause is protobuf version conflict. See Branch and discussion in PR.
